The Insurer of Last Resort

After the Palisades and Eaton fires ran $4.039 billion of loss through the California FAIR Plan, the insurance commissioner billed member insurers $1 billion and, the same afternoon, let them recover half from policyholders. The plan descends from a 1968 civil-rights remedy for riot-hit neighborhoods and is now the largest wildfire insurer in America. The episode treats it as the payor of last resort with its accounts open.

Still debated

The pass-through ruling is trial-level and no appeal had been verified. Economists dispute whether a residual pool sustains building that should stop, or whether private insurers would charge unaffordable prices regardless. The final January 2025 loss is still developing.
